Zagreb, Croatia -- Check out this tattered frame around these Croatian figures representing trade. On some deteriorating Zagreb buildings, even defacement was viewed as an improvement and some blocks were deliberately given over to graffiti artists. The problem is not confined to public buildings. Under Tito's socialism, apartments became owned by the state and poor maintenance resulted. Once Communism fell, ownership structures took a while to evolve --but weather and time kept up their relentless assault on the fin-de-siècle blocks of the lower town.
